U.S. Treasury expert to back state tax service to carry out Tax Administration Modernization Project in Moldova

Chisinau, 17 January /MOLDPRES/ - An expert of the United States Treasury will back the State Tax Service (SFS) to carry out the actions contained in the Tax  Administration Modernization Project (TAMP), financed by the World Bank. 

The SFS press service said that, starting from 16 January, Thomas Mathew, during one year, would be a member of the State Tax Service and will provide support to the tax administration, especially on the components 2, 3 and 5 of the Project: institutional development, operational development and project management and change management.   

During his stay in Moldova, Thomas Mathew will provide consultancy and will facilitate the implementation of the SFS reform and will focus on the human factor in the process of change (including the change of business processes, systems and information technologies, as well as of the organizational structures). Also, the expert will develop and implement the strategies of the change management, will participate in meetings of the Coordination Committee of the TAMP Project. At the same time, the presence of Mathew will ensure the relation between SFS and the World Bank.  

The Moldovan government starts implementing a comprehensive Tax Administration Modernization Project, set to carry out a comprehensive reform of Moldova’s State Tax Service (SFS, Beneficiary) as concerns organizational and human resources aspects, tax policy and operational procedures, as well as the comprehensive modernization of information technologies.   

The TAMP Project, with an overall budget of 20 million dollars, is financed by the  International Development Association (IDA), as well as the International Bank for Reconstruction and Development (IBRD). The TAMP initiative includes five principal components: tax policies and analysis, institutional development, operational development, modernization of the infrastructure, as well as of the IT system and change management.
