Moldovan Economy Ministry announces terms of electricity purchase for companies to follow

Chisinau, 20 January /MOLDPRES/ – The Ministry of Economy distributed to companies in electrical energy the evaluation criteria of the offers submitted for participation in tender on purchase of electrical energy for the period of 01 April 2017 – 31 March 2018.
According to the ministry’s communication and media relations department statement, in order to ensure the energy security of state in the period of 01 April 2017 – 31 March 2018, as well as covering the necessary level of electricity under the most convenient terms, the companies must respect four main conditions. First of all, during the tender it should be examined the fact at what extent there is warranted the delivery of electricity for the whole period of the contract.
The suppliers outside the Republic of Moldova have to present proving on purchase of interconnection capacity, which would cover maximum of consume for the whole period of the contract. Also, the suppliers ought to assure balanced electricity in cases of deviations from the determined schedule, in most advantageous conditions, by means of offering the corresponding contracts. Primarily, there will be examined the most appropriate cost.
The Ministry of Economy also indicates that procurement of electricity has to be carried out upon transparency principle and the group of observers, established by the Instruction on annual purchase of electricity (coordinated with the Energy Community Secretariat and implemented on 05 January 2017 by order of the Minister of Economy) will have access to documents related to the bidding process, so that to ensure its transparency.
By the order of the Economy Minister, it was formed a group of observers who will monitor the auction of electricity, composed of representatives of the Ministry of Economy, National Agency for Energy Regulation, the EU Delegation in Moldova and the Energy Community Secretariat.
Currently, operators in the sector have launched tender procedures for purchase of electricity.
