Moldovan parliament speaker describes discussions as necessary for state's institutions to work

Chisinau, 21 February /MOLDPRES/ – The Parliament Speaker discussed today, for the first time, with the President of Moldova and Prime Minister in a trilateral format, some of the topical issues. "The institutions that we represent must function according to the Constitution, to work and there must not exist institutional blockage," said Andrian Candu, after the meeting, the parliament's communication and public relations department has reported. 

According to the Speaker of the Parliament, talks were not easy, but neither expectations were so very high. "It is needed an exchange of views in the light of the functions we hold. Even if we did not find consensus, and stand with different visions, we need these talks for the state institutions to operate," said Candu.

"I talked with arguments what is the best for Moldova. Only by approaching and integration into the European Union through qualitative implementation of the Association Agreement, the people of Moldova will benefit from social security and safety. The European Union requires dynamic and qualitative development of the state. I saw no Eurasian Union State to have such development which we talked about," the Speaker of Parliament said. In this context, the speaker was skeptical about the intention of President Dodon in April to sign a memorandum of cooperation with Eurasian Union, even if the document does not entail legal consequences.

However, Andrian Candu tried to explain to President that opening a NATO office in Chisinau would not prejudice the neutrality status of Moldova. The speaker recalled that NATO Office, "a sort of embassy", will be civilian and not military by nature.

Referring to the statements of President Dodon’s intention to hold a referendum to obtain additional competences, Andrian Candu described such a scenario as inappropriate. "Moldova has not a good history and experience of combating competences. The constitution provides all the mechanisms that the three state branches to function well – coordinated. "Commenting on the statements of President Dodon about early elections, the Speaker noted that "Moldova needs stability, economic consolidation and predictability. Any statements about elections and referendum jeopardize the country's policies and attractiveness for investors of Moldova".

"For us it is important not to treat politically the subject of affairs, business, jobs and economy. No matter of the political zone from which we come, investors should find themselves in good condition, so that their investments and assets to be protected," said Andrian Candu, noting that the subject of investment and business were identified by common approach.

Another issue that was decided on was cooperation for Transnistrian conflict settlement. The sides have agreed to form a group of experts, representatives of the three institutions to develop proposals in the negotiations in format 5+2. The Speaker's position on that issue was that regulation should lead to reintegration and territorial integrity of Moldova.

This is the first meeting between the President, Parliament Speaker and Prime Minister after Igor Dodon's inauguration as head of state in November 2016.
