Regulation on issuing urban planning certificate to be publuished in Moldova's Official Journal

Chisinau, 2 March /MOLDPRES/ - The regulation on the issuance of the urban planning certificate for designing and of the authorization of construction or liquidation for public use works of national interest will be published in the 3 March issue of the Official Journal (Monitorul Oficial).  

The document sets clear-cut rules of authorizing works of designing or carrying out of public use constructions of national interest and will allow avoiding the doubling of buildings’ placement on the same area.   

Works of saving and protecting cultural, artistic and historical values, works of reconstruction of urban centres and dwelling and industrial zones are included in the list of the works of designing or carrying out of public use constructions of national interest. Also, the list comprises works of preparing areas for the construction of dwellings from the state fund, as well as for the buildings of the education and health systems.

Thus, to get the urban planning certificate, in the case of interventions to history, art and architecture monuments, beneficiaries are to present the sketch of the project, approved by the chief architect of the administrative and territorial unit and by the National Council of Historical Monuments. At the same time, to get a construction authorization, a string of documents are to be presented, among which: the plan on the carrying out of the works and the approvals from the concerned authorities, including those issued by the local public authorities on the territory of which the building will be placed.       

The urban planning certificate and the authorization of construction or liquidation for the public use works of national interest will be issued by the Regional Development and Constructions Ministry.
