Moldovan economics ministry proposes ways of settling problems in domestic trade sector

Chisinau, 10 March /MOLDPRES/ - The Economics Ministry has unveiled to the operators of the Moldovan food chain (producers of food stuffs and their traders)  draft law on the amendment and completion of the legislative acts in the domestic trade sector in terms of the provider – trader relations.   

According to Deputy Prime Minister, Economics Minister Octavian Calmic, the goal of this document is to remove problems emerged in the provider-trader relation after the entrance into force of the amendments to the Law 231/2010 on the domestic trade and the Contravention Code.     

“The draft’s goal us to find efficient solutions for a transition period in the process of enforcing the law on domestic trade, the final objective of which is to establish well-defined rules in the sector, with the observance of the rights of all the actors involved in this chain: producer-trader-consumer,” the deputy prime minister said.    

Three basis subjects were tackled in the draft presented for discussions; the topics created divergences in the relations between producers of food products and, in particular, representatives of the seven big networks of shops from Moldova – cost of products’ acquisition cost, term of paying the bill and the return of food stuffs.    

After analyzing the proposals and suggestions received from experts in the field and operators of the food chain, the Economics Ministry unveiled a consolidated variant of the document, which meets the interests of all actors. For instance, as for the term of paying the bill, making an analysis of proposals by the food chain’s operators, as well as the experience of other states, both from the Commonwealth of Independent States and EU, the Economics Ministry proposed that this term should be seven days for the quite perishable products, 30 days for the perishable products and 60 days for the resistant ones.       

At a proposal by producers, some provisions dealing with the issue of capping the commercial reduction, as well as the setting of the shelf quota for the Moldovan food products were included in the draft.

The participants in the meeting backed most proposals by the Economics Ministry.  

In the end of the meeting, the participants agreed on the creation, on the Economics Ministry’s platform, of a working group due to analyze all amendments proposed and to come up with a final draft law, to submit it for approval, in line with the national legislation.
