Government's secretary general says Moldova deserves being modern country with European-level public administration

Chisinau, 14 March /MOLDPRES/ - A ceremony on the closing of the Twinning Project, Support to the Civil Service Modernization in the Republic of Moldova in line with EU best practices, was held today. Attending the event were government’s Secretary General Lilia Palii, Head of EU Delegation Pirkka Tapiola and Lithuanian Ambassador to Moldova Rimantas Latakas, the government’s communication and protocol department has reported.
Initiated based on the partnership between the European Union, State Chancellery and the Lithuanian Office of the Government, the twinning project contributed to the consolidation of the capacities of civil servants from Moldova through working out and implementation of the training programme and improving the quality of the professional development process. At the same time, the project backed the strengthening of the powers of the state secretaries and adjusting the normative framework on modernization of the civil service in line with the best European practices.
At the event, Lilia Palii highlighted the project’s contribution to the reformation and creation of a professional public administration and receptive to the citizens’ needs. “The Twinning project has come to Moldova in a crucial moment, with an essential value added on a string of components. I want to thank for the carrying out of this success project and to voice hope in setting partnerships, including on other platforms, as Moldova deserves to be a modern country, with a public administration of European level,” the government’s secretary general said.
For his part, Pirkka Tapiola expressed EU’s willingness to further support the implementation of the public administration reform and back the Moldovan government’s agenda of reforms. “The reformation of the public administration is a long-term process, which needs stability, consistence and strategic planning, and a strengthened public administration can change the way a country works, for the benefit for the citizens,” the head of the EU Delegation in Moldova said.
The Twinning Project, which lasts two years and has a budget of 1.2 million euros, provided by EU, yielded important results, facilitating the processes and mechanisms of implementing the necessary changes in the public service. The Government’s Office, the Civil Service Department, Training Centre under the Finance Ministry and the European Agency of Social Funds were among the project’s partners.
The twinning instruments were launched at an initiative by the European Commission in 1998, in order to back the process of integration of candidate countries to EU. It represents an instrument of developing institutional capacities through exchange of experience in the public sector between the EU member states and the Programme’s beneficiary countries.
