Seven Moldovans detained in file on paid parkings get warrants of arrest

Chisinau, 27 April /MOLDPRES/ – The Buiucani Sector Court applied arrest warrants to seven suspects detained two days ago in the pay parking lots file in Chisinau today.

According to the CNA’s press service, the deputy mayor of Chisinau received 30 days of home arrest. "The measure was requested by the prosecutor, the reason being the co-operation with the investigation, but also the testimony of the accused who reveals the criminal scheme and its beneficiaries", said the quoted source.   

Also, the head of the Public Transport and Communications Department of Chisinau City Hall will have 30 days of arrest, as well as a former municipal councilor. The businessman, who shadowed his business, received 25 days of arrest, and the three chiefs of companies were arrested for 20 – 25 days.

Also, at this stage of the criminal prosecution, four other people are investigated in a state of freedom, having the status of suspect.

The CNA initiated a criminal case in 2015 on the provision of pay parking facilities on the territory of Chisinau, and two days ago, searches for the accumulation of evidence were conducted. The case was initiated in connection with the existence of reasonable suspicions that the deputy mayor had signed the contract without its approval by the Chisinau Municipal Council (CMC), even though the Public Private Partnership Law expressly stipulates that, after designation of the winner, the contractual clauses are discussed, and only after that the project is submitted for CMC’s approval and signing. Subsequently, law enforcement officials have accumulated evidence to suppose the auction was tricked, and Mayor’s office officials and the winning company's representatives acted in complicity. As such, the detained persons are suspected of overcoming and abuse of their work duties.

If found guilty, the suspects may be sentenced to 10 years of imprisonment with deprivation of the right to occupy certain positions or to practice certain activities for 10 – 15 years.
