Moldovan labour ministry sets new concept of wage payment system in budgetary sector

Chisinau, 02 May /MOLDPRES/ – Prime Minister Pavel Filip chaired the meeting of the working group which presented and discussed the concept of the wage system reform in the budgetary system today.
According to the government’s communication and protocol department, the Executive’s Head stated that not by chance the first personally signed provision in 2017 specifically related to the creation of a working group on the reform of the wage system. The prime minister specified that the current wage payment system awakened justified dissatisfaction of several categories of employees in the budgetary sector, as it is fragmented, inequitable and with different approaches from one budget category to another.
"Over the years, in a populist and non-transparent way, there have been made changes to certain categories, undermining the integrity and viability of the wage payment system. That is why, we called for a new concept of the wage payment system in the budgetary sector. We need a unitary, equitable and powerful payment system," said Pavel Filip.
However, the Ministry of Labour, Social Protection and Family, by the Prime Minister’s demand, elaborated a new concept of the wage payment system in the budgetary sector. According to the authors of this project, the reform in this sector implies several major objectives:
- increase the fairness and consistency of the wage payment system by implementing the principle of "equal pay for equal work", where the salary function is correlated with the value of the post;
- reducing the level of complexity of the wage system by increasing the share of the salary from the total wage, it will also contribute to increasing the attractiveness of the young specialists;
- applying the principles of the performance-based payment system for most categories of employees where the payment system will allow increases on horizontal principle based on performance and experience;
- increasing the degree of uniformity, transparency and protection of the unitary wage system against possible interventions, by applying the single wage law with clear rules.
The authors of the project emphasized that the new wage system would have a unitary and uniform character, will be fair and coherent, correlated with the performance of the work.
Prime Minister Pavel Filip appreciated the concept of the reform of the wage system in the budgetary sector positively and requested it to be submitted as soon as possible for debates with all participant parties, finalized and proposed for the Government’s approval by the end of current May.
