Chisinau, 11 May /MOLDPRES/- The Court of Accounts (CC) decision approving the institution’s audit report on management of road traffic surveillance systems will be published in the Official Journal of Moldova on 12 May.

The report has almost 100 pages and highlights several irregularities and deviations from prescriptions of the regulatory framework. The CC also found that the supervisory system had not been connected to the cost-effectiveness principle, and mismanagement led to increased corruption.

The CC also noted that the lack of a well-structured project generated double expenses in many cases. Also, following the audit, it was set that the contravention procedure applied by the Interior Ministry to the detection of road traffic violations via the surveillance units is not formalized. Accordingly, the acts do not meet the requirements of the Contravention Code and may be declared invalid.   

The auditors set that in 2014-2015 the mismanagement of the road traffic video surveillance system had damaged over 150 million lei to the state budget.

According to the authorities, road traffic monitoring systems have been installed in 41 areas in the capital and 21 areas in 13 districts.
