Implementation rules for programme Prima Casa to be published in Official Journal

Chisinau, 01 March /MOLDPRES/ – The implementation rules for the state-run programme Prima Casa (First home) will be published in the Official Journal of Moldova on 02 March.
The document represents the secondary regulatory framework that ensures implementation of this programme. It sets out eligibility criteria for beneficiaries, for housing that can be purchased and for commercial banks involved into programme. It also describes procedure for granting mortgages through programme, as well as manner of granting and executing state warranty.
The approval of Regulation will be followed by certain technical procedures, such as signing of trilateral contracts with banks and development of several standard contracts. The Ministry of Finance intends to carry out these actions in shortest possible time. The date from which citizens can apply for loan applications and participating banks will be announced later.
Similarly, Ministry of Finance will publish info on implementation of mortgage state programme by 15 August for the first semester of 2018 and by 15 February for the second semester of previous year.
The programme was designed to help young persons acquire their first housing on more advantageous lending terms, with state guaranteeing 50 per cent of loan balance. The annual ceiling of state guarantees and the amount of funds to be executed will be set annually. For 2018, a guarantee fund worth MDL 50 million is provided in state budget.
The project provides for purchase of apartments and houses on the territory of Moldova, especially for young families, which members are not older than 45 years, are employed and have official incomes.
The programme implementation will be carried out through Organization for the Development of Small and Medium Enterprises.
