Moldovan parliament to consider Draft Strategy of Civil Society's Development at plenary meeting on 23 March

Chisinau, 21 March /MOLDPRES/ - The Draft Strategy of Civil Society’s Development for 2018-2020 and an action plan for its implementation will be discussed at a parliament plenary meeting due on 23 March. Parliament Speaker Andrian Candu today made statements to this effect following a meeting of the standing bureau.
According to the speaker, work has been carried out on the elaboration of this document for more than one year, through joint efforts by MPs, parliament civil servants, representatives of the civil society and the government. “I express appreciations and thanks to all those involved for the considerable effort made. I offer thanks to the government, especially for the fact that it has found also financial solutions to the carrying out of actions included in the Strategy,” the parliament speaker said.
The draft Strategy is aimed at implementing three general goals. They provide for the strengthening of the framework of participation of the civil society in the working out and implementation of public policies, promotion and consolidation of the financial sustainability of the civil society and development of the active civic spirit and volunteering.
The general objectives and the specific ones are to be achieved through more activities which regard the development of the institutional mechanism of cooperation between the state’s institutions and the civil society, monitoring and assessing the public policies.
The elaboration of the Draft Strategy of Civil Society’s Development started in early 2017, within an inter-sectoral working group, divided into three working sub-groups, in line with the general goals of the Strategy. The working group was set up under an instruction by the parliament speaker, and made up of representatives of the civil society, government and parliament, with the support of the development partners. During the process of elaboration, 17 meetings took place in sub-groups and public consultations were held, within which eight state institutions and five public organizations submitted proposals on the draft.
At the last meeting of the working group in December 2017, Parliament Speaker Andrian Candu reiterated the support of the initiation of the legislative procedure of considering and approving the Strategy of Civil Society’s Development in Moldova.
Presently, about 7,950 national public associations are registered in Moldova, excluding foundations, private and public institutions and religious organizations.
