Platform of consultation, parliamentary control to carry out policy of Moldova's reintegration holds first meeting in 2018

Chisinau, 19 July /MOLDPRES/ - Parliament Speaker Andrian Candu today chaired a meeting of the platform of consultation and parliamentary control to carry out the police of Moldova’s reintegration. The participants in the meeting assessed the present stage of the process of negotiations on the Transnistrian settlement, presented measures undertaken by the national competent authorities to enforce the mechanism of access of the vehicles from the Transnistrian region to the international road traffic, tackled aspects on the situation in the Security Zone and incidents documented within its perimeter, as well as reviewed the progress made in organizing the joint control on the central segment of the Moldovan-Ukrainian state border, the Reintegration Policies Bureau has reported.
Deputy Prime Minister Cristina Lesnic informed about the achievements marked in the first half of 2018 in the settlement of the topics contained in the so-called Berlin plus package, intensity of the dialogue within the present formats of talks (5+2, political representatives, sectoral working groups), degree of implementation of the agreements reached between Chisinau and Tiraspol in the period November 2017-April 2018, challenges and lessons learned in the progress of interaction with Tiraspol representatives, current priorities of Chisinau and the ones due to be fulfilled till late 2018.
A distinct subject regarded the preparatory measures and actions instructed by the competent authorities of Moldova to ensure the functionality, starting from 1 September 2018, of the work of the points of registration of transport means in the Rabnita and Tiraspol cities, where representatives of the Public Services Agency will be placed and plates and registration certificates of neutral model in the conditions set in the Protocol Decision from 24 April 2018 (signed by the political representatives) will be issued. The plates and certificates are meant to give possibility to the transport means whose owners reside in the administrative and territorial units from the left bank of Dniester and Bender city to participate in the international road traffic. In the same context, the participants in the meeting also referred to the march of promotion in parliament of a draft law on the registration of some transport means and normative acts on the enforcement of the pre-noted law, presently at the phase of public consultations.
As for the situation the Security Zone, the participants in the meeting highlighted the difficulties faced in the work of the Joint Control Commission, enumerated the most serious infringements found out in the perimeter of responsibility of the joint peacekeeping forces and the interventions made by the competent decision-makers, in order to avoid the hotbeds of tension and maintain stability, role and performance of the OSCE Mission in exercising the mandate entrusted on this dimension, as well as emphasized the need to include also the tackling of aspects of security and demilitarization of the Security Zone in the 5+2 format of talks.
Also, the participants in the meeting pointed out the results achieved in implementing the joint control on the central (Transnistrian) segment of the state border, efficient cooperation in this respect between the specialized institutions from Moldova and Ukraine, prospects for extending the Moldovan-Ukrainian control to all crossing points at their border and assessed potential challenges which can be artificially triggered by destabilizing factors and possible reactions or anticipation/response, for their efficient and intelligent management.
Attending the platform’s meeting were also government officials, civil servants of the State Chancellery and central and specialty public administration authorities, the presidential adviser in the reintegration sector, as well as MPs of different parliamentary factions.
The aforementioned parliamentary platform was set up under the decision No 11 of the parliament’s standing bureau from 11 May 2016 and its last meeting was held on 29 September 2017.
