Moldovan parliament to approve new package on de-bureaucratization of business environment's work

Chisinau, 18 December /MOLDPRES/ - The costs borne by economic agents in the entrepreneurial activity will be diminished. The parliamentary commission for economy, budget and finances today approved the report on a draft law elaborated for facilitating the business environment’s work.
The legislative initiative was worked out by the Economic Development and Digitalization Ministry (MDED), with the support Secretariat of the Economic Council under the Prime Minister and of the United Nations Development Programme (UNDP). The document contains a string of amendments to the normative framework which regards the entrepreneurial activity and is aimed at excluding the administrative obstacles and the unjustified or obsolete requirements. The amendments concern the procedure of registration of the business or its liquidation, the domestic trade, sanitary notification, external advertising, etc.
The document’s authors propose the amendment of the Law on the pharmaceutical activity, in order to establish the single conditions of licencing for the drug stores from the rural settlements, no matter whether they are subsidized by the state or not. In this way, decision-makers will establish equal and non-discriminatory conditions of work for the economic agents of this sector, who open drug stores in villages.
Also, amendments are proposed to the Law on the stock companies and the elements of digitalization and distance communication are included. As for the amendment of Moldova’s Execution Code, decision-makers propose to include the banks in the list of banks which can benefit from the fact that a leasing contract has value of executory document.
The draft law also proposes to extend the validity term of the sanitary notification from 1 to 3 years, no matter whether the products are imported or not. Also, they propose to remove the restrictions concerning the wholesale commerce. This trade will be allowed also in spaces smaller than 400 square metres and, respectively, the costs borne by traders will be lower.
Other amendments regard the external advertising. Thus, the posters with an area smaller than 3 square metres will no longer need authorization. In the case of the others, the validity term of the authorizations will be extended from 1 to 5 years.
The legislative initiative also proposes the cutting of the ceiling of the fee provided to the expert for the services of accreditation provided. Thus, the ceiling will be decreased from 50 to 30 per cent from the average salary on the economy, for each working day.
The proposal the goal of which is to simplify the procedure of the business’ registration regards the exclusion of the compulsoriness of the registration of the data of the branches’ administrators. Also, the procedure of voluntary liquidation of the business will be simplified and the term will shorted from 3 working days to 24 hours.
The draft law will be submitted for consideration in parliament in the first reading.
