Moldovan energy regulatory agency sets lower prices for petrol, diesel

Chisinau, 24 July /MOLDPRES/ - The National Energy Regulatory Agency (ANRE) today established a ceiling retail selling price for the most demanded Premium-95 petrol at 19.01 lei for one litre and for diesel at 16.89 lei per one litre for the period 25 July – 8 August. The reference price for petrol is by 0.09 lei lower than the one set earlier and the diesel cheapened by 0.11 lei for the next two weeks.
The new prices for petrol and diesel, set by ANRE today, will enter into force at midnight on 25 July. Operators will no longer have right to sell fuels by retail at higher prices than the ones established by ANRE.
On 20 July, the parliament passed, in the first and second readings, a draft on the amendment of the legislation, according to which ANRE will establish, once in three months, the ceiling retail selling prices for the main oil products. The new provisions will be enforced in three months. Under the draft adopted by the parliament, ANRE in a three-month term is to bring the methodology on the formation and application of prices for oil products in line with the new amendments to the law. For the time being, ANRE sets ceiling prices once in two weeks.
The National Energy Regulatory Agency explains how the new prices announced today have been formed. Thus, while setting the petrol price, the following charges were taken into account: 8.83 lei per one litre according to the quotations, 3.76 lei for one litre the excise duty quota, 3.25 lei the specific trade margin and 3.17 lei for one litre the value added tax (VAT). As for diesel, the following prices were taken into account: 9.065 lei for one litre the price according to quotations, 1.76 lei for one litre the excise duty quota, 3.25 lei the specific trade margin and 2.815 lei per one litre VAT.
According to a press release by ANRE, in conformity with the law on oil products market, the ceiling retail selling prices for petrol and diesel are calculated based on the average Platts quotations, recalculated in Moldovan lei, proceeding from the official average exchange rate of the national currency, set by the National Bank of Moldova against the U.S. dollar for the last 14 calendar days.
On 10-23 July, the average Platts quotations decreased by 0.10 dollars for one ton of petrol against the current ceiling prices. The average exchange rate of the national currency against the U.S. dollar was 16.6771 lei for one dollar. Thus, the decrease of the average Platts quotations, recalculated in Moldovan lei, was 0.09 lei/litre for petrol and 0.11 lei/litre for diesel, including VAT.
The other components of the ceiling price, in the last two weeks, remained unchanged. They were made up of the 20-per cent quota of value added tax, quota of excise duty of 3.76 lei/litre for petrol and 1.76 lei/litre for diesel.
