Chisinau, 24 July /MOLDPRES/ - The head of the legal department at the Chisinau city hall, Valeriu Bogdan, today made specifications on the conditions of ensuring the holding of the office of acting mayor of Moldova’s capital. Bogdan noted that Ruslan Codreanu held this position legally.
At a news conference, Valeriu Bogdan said that the duties of ad interim of the office of Chisinau mayor are exercised, if the mandate of the mayor ceases before term or there is impossibility to hold this position.
„In our case, the duties of ad interim came about following the ceasing, before term, of the mandate of mayor, as the resignation was tendered in last February. Subsequently, the non-validation of the local polls automatically extended the conditions of ad interim duties. In these circumstances, the duties of ad interim are ensured by one of the deputy mayors. In the capital, the offices of deputy mayors were held by Nistor Grozavu and Ruslan Codreanu. Mr. Grozavu submitted a declaration, thereby refusing to hold the office of capital’s acting mayor. At the same time, Ruslan Codreanu showed willingness to fulfill the duties of acting mayor and legally assumed these obligations,” Valeriu Bogdan said.
At the same time, Bogdan noted that, so far, no notification had been received from the State Chancellery on the illegal holding of the office of Chisinau acting mayor.
For his part, the spokesman for the Chisinau city hall, Vadim Branzaniuc, said that, in the present conditions, “the Chisinau Municipal Council (CMC) has no powers to make other appointments to the office of capital’s acting mayor.”
The specifications were made after, at today’s meeting of the CMC, more charges had been brought, according to which Ruslan Codreanu would have been illegally and non-transparently appointed as acting mayor of Chisinau.
