Moldovan parliament adopts scheme of investments in production of films, other audiovisual works

Chisinau, 26 July /MOLDPRES/ - The state will establish a mechanism of attracting investments in the sector of production of films and other audiovisual works. The parliament today adopted a draft law on the setting of a scheme of investments in the field of production of film and other audiovisual works in the second reading.
The document regulates the conditions and procedures of providing financial support based on the scheme of investments, as well as the record and reporting of the use of budgetary allocations in the sector of productions of film and other audiovisual works.
The value of the financial support for the production of film and other audiovisual works represents 25 per cent of all eligible spending made in Moldova, to which 5 per cent can be added, on condition that topics related to the geographical zone, settlement or Moldova are promoted within productions.
The beneficiaries of budgetary allocations for the production of film and other audiovisual works can be the producers, co-producers or agencies of production of films, who are private persons or legal entities registered in Moldova, who have a cooperation contract signed with a producer of production house from abroad. At the same time, the beneficiaries of the scheme of investments are obliged to provide a minimal investment, depending on the category of production.
The following categories of productions can benefit from financial support: full-length and short reel feature films, full-length and short reel cartoons, soap operas, documentaries, advertising spots, video clips, TV programmes/shows, reality shows.
The authority with powers of attracting foreign investments in the field of the production of film and other audiovisual works, made in Moldova, will be the Investments Agency – an institution subordinated to the government.
The production of film or audiovisual opera must start not later than 12 months after the issuance of the certification of qualification for providing the financial support. The production of film or audiovisual work will not exceed a period of three years.
The new law is to enter into force on 1 September 2018.
