State control over entrepreneurial activity in field of auto, avia, naval to be streamlined in Moldova

Chisinau, 20 August /MOLDPRES/ – The Cabinet of Ministers has approved today more Methodologies for streamlining state control and supervision of business activity according to competencies of the National Auto Transport Agency (ANTA), Civil Aviation Authority (AAC) and Naval Agency (AN).
"The provisions of the Methodology of state control (MCS) over entrepreneurial activity on the risk analysis of ANTA will create an optimal state control system for the entrepreneurial activity within road transport and related activities. It will ensure state control within the limits of objective needs, minimising as far as possible the influence of control bodies upon the decision making to control", specified Minister of Economy and Infrastructure, Chiril Gaburici.
The Government also approved MCS for entrepreneurial activity on the basis of risk analysis in the areas of competence of AAC. According to the document, the areas of competence of the Authority are: aviation security and flight safety; consumer protection in the field of air transport and related activities; safety and healthcare at work in the field of air transport and related activities.
At the meeting, it was approved MCS over the entrepreneurial activity on the basis of analysis of the risk criteria in the control areas of AN, namely: naval transport and activities related to maritime transport; consumer protection in the field of shipping and related activities, surveillance of the market for boating and marine equipment.
"In addition to setting and grading the criteria for each of the Agency's areas of work, the project also provides for application of risk criteria to individuals, preparation of control plan resulting risk assessment, rules on establishment and maintenance of data which are needed for application of risk criteria and provisions on preparation of control visit. Thus, it will be created an optimal system of MCS activity within shipping and related activities," said Chiril Gaburici.
