Vehicle registration offices opened in Tiraspol, Rabnita

Chisinau, 1 September /MOLDPRES/- Starting from 1 September, following the agreements within the negotiations between Chisinau and Tiraspol, two Vehicle Registration Offices are operating in the left-bank cities of Tiraspol and Ribnita, the Bureau for Reintegration has reported.
They are opened on a test and launch of the online pre-registration.
Thus, the Moldovan government has created real conditions and premises to bring the two banks of the Dniester near, giving the inhabitants the same benefits.
The points were opened in the presence of political representatives from Chisinau, Cristina Lesnic and Tiraspol, Vitalii Ignatiev at an event, which took place in Tiraspol.
The Chief Negotiator on behalf of Chisinau, Cristina Lesnic, thanked those who participated in the negotiations, representatives of the "5 + 2" format, as well as the OSCE and Italy for technical assistance.
Beneficiaries of this mechanism are private people and legal entities that do not carry out commercial activity and are registered with the Public Services Agency, including concurrently with other prerequisites for both categories.
This mechanism is applicable to vehicles from the left bank of the Dniester and Bender, except for the localities of Cocieri, Corjova, Cosnita, Dorotcaia, Molovata Noua, Pârâta, Pohrebea, Vasilievca from Dubasari district.
The right to submit documents for registration of the vehicle will be made based on prior programming and presenting them to the offices in Tiraspol and Rabnita starting from 10 September.
Under the conditions set by the national legislation, residents from the left bank of Dniester and Bender will circulate in the international road traffic with neutral registration plates (three letters and three numbers), will receive a new type certificate based on the technical inspection report.
At the same time, the beneficiaries will pay fees for registration and re-registration of the means of transport provided by the legislation, and for the vehicles set after 24 April 2018 they will present the new TV 24 customs document.
Employees of the Public Services Agency and the Migration and Asylum Bureau at the points of registration of the means of transport will operate at the points of registration of the means of transport.
The new mechanism is established on a voluntary basis. It does not provide for an emergency procedure.
In this context, from the date of submitting the set of acts for endorsement to one of the registration points of the means of transport, access to international road traffic will take place over 30 days.
Within 30 days from the date of filing the registration and re-registration documents at the offices in Tiraspol and Ribnita, the beneficiary will receive a temporary technical passport, which will allow circulation only within the boundaries of the Republic of Moldova.
Thus, the law enforcement authorities will know who the driver is and will avoid situations of abuse and violations of the traffic regime inside and outside the country.
The mechanism establishes clear verification procedures for nationally and internationally searched or undeclared vehicles until release of the final technical passport and admission to international road traffic as well as those required to comply with the technical test.
The mechanism does not require those who do not wish to travel in international road traffic to register / re-register their vehicles.
Offices will operate on a pre-scheduled and weekly basis, from Tuesday to Saturday.
Both political representatives launched an invitation to President-in-Office Franco Frattini to pay an official visit to Moldova to collect facts about checkpoints for means of transport.
Frattini is to pay a visit on 9-10 September.
On 24 April 2018, the Protocol Decision was signed stipulating the admission in international road traffic of means of transport from the Transnistrian region under the conditions of the 1968 Vienna Convention on Road Traffic, to which the Republic of Moldova is a party, and in accordance with Law no.170/2018 on the registration of vehicles and amendment of some laws and government decisions on implementation of the aforementioned law of 20 August.
