Joint Control Commission resumed activity after summer vacation

Chisinau, 7 September /MOLDPRES/- The Joint Control Commission (JCC) convened yesterday in Bender, marking the start of a new session, the Bureau for Reintegration has reported.

When examining organizational issue, at the proposal of the Russian Delegation, Major Alexei Abuneaev was dismissed from the position of military observer in connection with finishing the mission. Representatives of the OSCE Mission to Moldova presented Frankl Bernhard, Military and Political Advisor.

Colonel Vitalii Morozov, Chief of Joint peacekeeping forces, reported the situation in the Security Zone as a result of its monitoring by the Joint Military Command (CMC) during 1-7 August 2018.

The Moldovan delegation to the Commission has issued an address calling for the development of a new mechanism for the CMC to ensure the operative reaction of the peacekeeping mission to the unlawful actions carried out in the Security Zone by force structures and military units unassigned the peacekeeping forces.

In the same context, representatives of the OSCE Mission to Moldova provided information to the Commission on the results of monitoring the situation in the Security Zone during 14-15 August 2018. At the same time, the OSCE Mission announced that it intends to visit the peacekeeping posts in the Security Zone on 1-30 September.

Regarding the issue on ensuring the security and free movement around the Dniestre bridge between the villages of Gura Bâcului and Baciuc, it was considered at the second unusual meeting, led by co-chairman of the JCC on behalf of the Russian Federation, Ilia Uvarov.  Discussions focused on the compromise proposals of the Russian delegation, presented at the last JCC meetings, aimed at implementing the mechanism for monitoring and ensuring free movement on the bridge only by the Joint peacekeeping forces  together with Police employees and the so-called “Transnistrian militia” in accordance with the agreement of 21 July 1992 and the subsequent decisions of JCC.

Tiraspol representatives categorically rejected the proposals without solid arguments.

The non-constructive position and unwillingness of the Transnistrian delegation to find a compromise solution generate the further blocking of the JCC's activity and undermine the effectiveness of the peacekeeping mission in the Transnistrian region of the Republic of Moldova.

The next JCC meeting is scheduled for 13 September.
