Training program for experimental use of new information system "State Register of public procurement" began in Chisinau

Chisinau, 19 September /MOLDPRES/- The Center for Information Technologies in Finance (CTIF) launched on 18 September training courses for 42 central public authorities participating in the experimental use of the new information system "State Register of public procurement". The training will last by late September.

According to the CTIF press service, in the first part of these courses, participants are familiar with the SIA MTender technical concept and functionalities for organizing public procurement procedures that they will test in the second part of the courses. Among the basic features are: access to procurement platforms, registration with the MTender system, procurement of low value purchases using online e-auction, online registration of procurement contracts with the Treasury of the Ministry of Finance and publication of annual public procurement plans.

MTender is a complex information and telecommunication system, consisting of several electronic purchasing platforms, the website: www.mtender.gov.md, connected to the Central Data Unit, which provides access to information applications and services related to public procurement. The MTender system is meant to ensure the online mode of all public procurement procedures, the possibility of free access to the system, the online submission of price offers through interactive forms and the evaluation of financial proposals, a factor that will ensure greater transparency and definitively excluding the use of paper in the process.

On 28 June-17 September, CTIF also conducted 40 training courses on implementation of electronic procurement tools - MTender, focusing on how to register public procurement contracts with the Treasury of the Ministry of Finance. These courses were attended by public procurement officers from 780 public authorities and budgetary institutions.
