Moldovan State Energy Inspectorate to merge with National Energy Regulatory Agency

Chisinau, 24 September /MOLDPRES/ - The government today approved the merger through absorption of the State Energy Inspectorate and the National Energy Regulatory Agency (ANRE). Under the decision, ANRE will become successor of rights and obligations of the Inspectorate.
Thus, the State Energy Inspectorate – an administrative authority subordinated to the Economics and Infrastructure Ministry, ceases its powers of state energy supervision on 20 October 2018. Its rights and obligations fully switch to ANRE.
According to the law on energy, adopted in September 2017, in the process of adjusting the national legislation to the European Union’s one, the state energy supervision is provided by ANRE. The cabinet’s decision is aimed at cutting the number of bodies of control over the entrepreneurial activity, through setting up a single control body in the electric energy sector.
The draft’s authors also said that decision-makers had initiated the merger through absorption of the two entities, as if the decision to dissolve the State Energy Inspectorate was taken, the risk persisted “for the appearance of a two-month period, during which no activities of energy supervision can be carried out and the risk not to ensure the succession of rights and obligations of the State Energy Inspectorate.”
Following the reorganization, the staff employed at the Inspectorate is to be transferred to ANRE, within the limit of the new internal structure of the Agency. The making redundant of the institution’s wage earners, who were not employed or who refuse their transfer to ANRE, will be carried out in accordance with the labour legislation.
