Residents of Chisinau-based block of flats hit by blast to be able to return to apartments till 22 December 2018

Chisinau, 17 October /MOLDPRES/ - Prime Minister Pavel Filip today informed about the march of works on the re-establishment of the block of flats in the Rascani district of Chisinau, hit by an explosion. According to decision-makers, at present, experts and designers work jointly to prepare a project on re-establishment of the floors, the government’s communication and protocol department has reported.
Till 1 December 2018, those four floors will be built with concrete and the works of re-establishment of the block’s external part will be completed till late next December. Thus, till 22 December, the residents from the concerned entrance of the block will be able to return to their apartments. At the same time, the repair of those ten apartments seriously hit by the blast will be finished till March 2019. The prime minister demanded the arrangement of the territory around the building. On all this period, the building’s residents will remain accommodated at the Constructorul sanatorium and the former hospital of the Railways.
For such situations to never repeat, the Economics and Infrastructure Ministry, at an instruction by the PM, today worked out and presented a plan of concrete actions, which sees:
1. Adjusting the legal framework, so that the liquid gas is commercialized only by the companies which will have a special licence and will bear responsibility for the verification and setting of gas cylinders.
2. Toughening of the sanctions for the infringement of the legislation on the use and sale of gas cylinders for household use.
3. Adjusting the budgetary and fiscal policy for the diminution of the excise duty and the value added tax (VAT) on the import of liquid gas meant for household consumers.
4. Carrying out controls in schools, kindergartens and hostels, as well as promotion of a campaign to inform residents about the risks of the use of gas cylinders.
5. Encouraging people to use modern electric cookers.
6. The analysis of opportunities and identifying of sources of financing for the connection of blocks of flats to gas supply.
The action plan is to be given final touches and approved under the instruction by the prime minister. The document will be made public.
