Switch of Moldovan licence holders to independent activity to be simplified

Chisinau, 17 October /MOLDPRES/ -The measures due to be undertaken to simplify the switch of entrepreneurs from the activity based on licence to the independent one was discussed at the government today. Under the legislation in force, the licence holders who deal with retail trade activity are to soon switch to a new form of work, which implies providing book-keeping in a simplified way and use of cash registers.
According to the government’s communication and protocol department, Prime Minister Pavel Filip said that the procedure of switch to the independent work needed to be analyzed additionally, in order to remove all constraints signaled by entrepreneurs. “The switch to the independent activity provides the same freedom and possibility to develop the business. It is possible that we have not provided people with the best conditions for the independent work – there are still more issues dealing with bureaucracy and sophisticated procedures. We must offer attractive conditions for people to be able to work,” Pavel Filip said.
The participants in the meeting analyzed possibilities of providing additional facilities in practicing the independent activity, among which the simplification of the book-keeping, reducing controls, recalculation, depending on the period effectively worked, of the annual tax paid by entrepreneurs, as well as exempting them from additional taxes. At the same time, the participants in the meeting considered possibility of creating a soft according to the model of single window, on the platform of which each stage of registration of applications for independent activity will be examined. To ensure the social protection of independent entrepreneurs, the option of application of cuts in purchasing the health insurance policy is to be analyzed.
The discussions on the aforementioned proposals will continue within the working group, with the participation of authorities and representatives holding licences. During negotiations, joint solutions are to be found, in order to make the process of switch to the new activity form as advantageous as possible. In the last two years, over 1,550 people out of 9,192 licence holders have switched to independent work.
