Budgetary employees to receive higher salaries in Moldova

Chisinau, 8 November /MOLDPRES/ - The budgetary employees will have higher salaries and the present wage payment system will be reformed, in order to ensure a continuous increase in employees’ incomes. The cabinet approved a draft law on the single system of wage payment in the budgetary sector today, the government’s communication and protocol department has reported.  

The document will contribute to the creation of a transparent, fair and attractive  salary system, able to remunerate the professional performance of the employees from each activity sector.    

„To have a durable construction, one needs a strong foundation - this law will represent the very foundation of salary increases for those who receive their salary from the state budget, offering them, in fact, a fair system. At the same time, we will have possibility to come up with salary increases each year,” the PM noted.    

The new law regulates the structure of the wage payment system, salary rights, ways of establishing the salary – the employees will be remunerated based on the system of grading, made up of grades and stages of wage payment. The concept of the reform sees that the salary will be made up of the fixed part and the variable part. The variable part will depend on the performances and the aspects specific of the labour.  

The law guarantees the integral preservation of the salary, in case, according to the new wage payment rules, a lower salary than the earlier one is set for the employee. Thus, the employees will preserve at least the incomes they have at present. At the same time, as a result of the reform’s implementation, none of the budgetary sector employee will have a salary lower than the subsistence minimum of 2,000 lei and the difference between the first wage payment level and the last one will be of only 15 stages and not 33, as it is at present.   

The salaries will be increased for the budgetary employees from all sectors, including the education, health, social assistance. The cost of the project’s implementation for 2019-2021 is of 3.9 billion lei. By 2021, decision-makers plan to increase the monthly average salary by about 30 per cent for the employees of the institutions financed from the state budget and by over 55 per cent – for those financed from local budgets.
