Moldovan citizens from abroad to be able to receive pension

Chisinau, 14 November /MOLDPRES/ – The Moldovan citizens residing outside Moldova will be able to receive their elderly – age pension. The Executive has approved today the legislative initiative aimed at reducing inequities and continuing the process of reforming pension system, the government's communication and protocol department has reported.

In order to confirm that the pension beneficiary abroad is alive and also to avoid double payment of pension, the person will be obliged to submit a life certificate to the National Social Insurance House (CNAS) once every six months. It will be completed and signed at diplomatic mission/consular office of Moldova on the territory of the state where the person lives or at the territorial subdivisions of CNAS in Moldova.

If the beneficiary fails to submit the certificate within the indicated time limit, CNAS shall suspend the payment of the pension from the month following the expiration of the six months. If the person submits the certificate after the half year period, the payment of the pension will be resumed from the date of suspension.

The Constitutional Court (CC) has also set out the provisions that have been applied so far. According to the decision of 08 May 2018, the obligation to have a domicile in Moldova for pension collection proved to be unconstitutional. Therefore, the Law on the public pension system (SPP) needs to be amended in order to ensure the right to retirement for all citizens of Moldova, no matter of their domicile.
