Penitentiaries for minors to be named detention centres for minors, young people in Moldova

Chisinau, 15 November /MOLDPRES/ – The juvenile penitentiaries will be called detention centres for minors and young persons. A draft in this regard was voted by Parliament in its final reading today.  

The document provides for reorganisation of the Department of Penitentiary Institutions (DIP) into the National Administration of Penitentiaries (ANP). Similarly, the phrase "penitentiary system workers" in the legislation will be replaced by the phrase "civil servants with special status within penitentiary administration system".

The amendments provide for the introduction of amendments to improve the career development process of officials in the penitentiary administration system and creation of motivational opportunities for recruitment and maintenance of qualified and competent staff.

Also, the position of "main specialist" within the penitentiary administration system will be consolidated, degree of remuneration of respective position will be uniformised in all authorities and position of "senior specialist" will be introduced to ensure that the motivational mechanism of evolution in career to be an effective and diversified one.

Also, there will be changed the names of the special grades of civil servants within the penitentiary administration system. There will be the following hierarchy: Quaestor of justice, chief commissioner of justice, principal commissioner of justice, justice commissioner, chief inspector of justice, superior inspector of justice, inspector of justice, principal chief agent of justice, agent of justice, deputy chief justice officer, principal justice officer and supreme court of justice.
