Sixty two criminal files opened for corruption acts in local administration in Moldova in first nine months of 2018

Chisinau, 21 November /MOLDPRES/ - Sixty two criminal files were opened for corruption acts in local public administration in the first nine months of 2018, and among their subjects, there are mayors, district heads, secretaries of local councils, heads of departments. Data to this effect was unveiled at public hearings held in by the parliament’s commission for national security, defence and public order today.
Thus, 15 criminal files were opened for passive corruption, 14 causes for abuse of power or abuse in office, 16 causes for abuse of power or authority, three criminal files - for influence peddling, nine causes - for false in public acts, one criminal file for false statements and two criminal files - for embezzlement of the other’s wealth.
According to a report by the National Anticorruption Centre (CNA), presented by the CNA deputy director Lidia Chireoglo, the corruption phenomenon in the local public administration is prompted, to a great extent, by the lack of transparency in the process of management of public patrimony, citizens’ non-involvement in identifying and notifying corruption cases, as well as lack of material stimuli for employees.
CNA’s report also reads that, in most settlements, the corruption acts show themselves, in particular, in the sphere of management of the land fund, administration of the patrimonial fund, distribution of financial means for carrying out works and providing services, public procurement.
Referring to the corruption phenomenon in the Chisinau city hall, Lidia Chireoglo noted that it was characterized by fraudulent management of assets and public money, release of authorizations or documents dealing with the property of private people. Most corruption cases documented deal with the illegal acquiring/sale of lands or public property real estate or lawless actions in the management of financial resources, as well as release of authorizations.
