Chisinau, 30 November /MOLDPRES/- The law on the unitary pay system in the budgetary sector was published in the Official Journal of Moldova today.
The document aims at creating a fair system and increasing the fixed part of wages. The new law regulates the structure of the payroll system, the wage rights and the way of settling the payment. Thus, employees will be paid under payroll grades. The concept of reform sees that the salary will consist of fixed and variable. The variable part will depend on employee performance and specific aspects of the work.
The law guarantees the full retention of salary if, under the new wage rules, the employee is given a lower salary than he previously had. Thus, employees will keep at least their current income. At the same time, following the implementation of the reform, none of the employees in the budgetary sector will have a lower salary than 2,000 lei and the difference between the first salary scale and the last one will be 15 steps and not 33 as it is now.
Wages will increase for state employees in all areas, including education, health and social assistance. The cost of implementing the project for 2019-2021 is 3.9 billion lei. By 2021, it is expected to increase by about 30% the average monthly salary for employees of institutions financed from the state budget and over 55% for those financed from local budgets.
The new system will come into force on 1 December 2018.
