International experience on professional development of public sector accountants, studied by centre of IT in finance of Moldova

Chisinau, 30 November /MOLDPRES/ – The responsible person from Public institution: Centre of Information Technologies in Finance (CTIF), the Ministry of Finance (MF) and the Association of Accountants and Professional Auditors (ACAP) participated, on 28 – 29 November, at a regional seminar on education and training in accounting. The seminar was held in Vienna.
The press service of CTIF states that this is the third PULSAR seminar organised by the Austrian Ministry of Finance and the World Bank (WB) for the Western Balkan countries and the Eastern Partnership.
The European Union and the World Bank Regional and Financial Reporting (PULSAR) regional programme aims to support the development of this area corresponding to the international public sector accounting standards and international training standards.
The seminar participants, including representatives of Moldova, presented the existing national training practices and scenarios for development of public sector accountant training system. They also studied experience of the Austrian Ministry of Finance in planning, managing, monitoring and evaluating the implementation of education and training programmes in accounting, as well as that of the Vienna University of Economics and Business in relation to university education in accounting.
The seminar participants also discussed the strategies and structure of the public finance programmes of professional development of employees presented by World Bank officials and its guidance on education, training and certification in the field of accounting according to the level of readiness professional training of specialists.
The recommendations and practices studied in Vienna can serve as examples for improving the training and professional development system of accountants in the budgetary sector of Moldova, says CTIF general director, Diana Grosu – Axenti. The experience studied within PULSAR programme demonstrates the need to revise the initial training programmes as well as implement a professional certification system for specialists in the field and maintain the certificates obtained throughout the continuous professional development of these specialists, said quoted source.
