Moldovan parliament speaker promulgates five laws for which legislative body maintains vote

Chisinau, 10 December /MOLDPRES/ - Parliament Speaker Andrian Candu has exercised the interim duties of Moldova’s president for signing five laws, under a today’s ruling by the Constitutional Court, the parliament’s communication and public relations department has reported.
Andrian Candu today promulgated the Law on the amendment and completion of Moldova’s Labour Code, which stipulates the establishment of Europe Day and Victory Day for 9 May, Law on the completion of legislative acts, which includes amendments to the Law on providing pensions to servicemen and people from the command staff and of the interior bodies’ troops, as well as to the Law on national defence, Law on the General Inspectorate of Carabineers, law on the transmission of an asset, involving certain obligations, spending and tasks, which regards the Republican Stadium, as well as the Code of audiovisual media services of Moldova, after the Constitutional Court had found out the Moldovan president’s impossibility to exercise his powers.
The interim duties for the signing and promulgation of the aforementioned five laws were established to avoid the institutional blockage and of an unconstitutionality state triggered by Igor Dodon’s deliberate refusal to exercise his constitutional duties. The Court ascertained the circumstances which justify the interim duties of the office of Moldovan president, in order to fulfill the constitutional obligation to promulgate the aforementioned laws.
The parliament adopted those five laws; the Moldovan head of state submitted the laws to parliament for re-consideration and the parliament reconfirmed its vote for the abovementioned drafts and submitted them for repeated promulgation. Under the Constitution, if the parliament maintains its vote on an earlier adopted law, the president is obliged to promulgate the law.
