Three states, including Moldova, to strengthen efforts to combat hybrid threats

Chisinau, 26 December /MOLDPRES/ – Moldova, Georgia and Ukraine will cooperate in combating threats in these three countries. It is announced within a joint statement, signed on the initiative of the Moldovan side, by Speaker of Parliament of Moldova, Speaker of Parliament of Georgia and Speaker of Verkhovna Rada of Ukraine, the parliament’s communication and public relations department has reported.
The Parliaments of Georgia, Moldova and Ukraine are committed to identifying solutions, in accordance with national legislation, for creation of anti – hybrid cells and designation of the National Contact Points (PNC) that will receive, analise and share specific info on threat indicators, warnings of hybrid threats.
Also, the legislators of three states have expressed their willingness to join as participants or observers at the European Centre of Excellence for Combating Hybrid Threats (Hybrid CoE) and other European organisations to combat hybrid threats.
The document also emphasises that hybrid threats seek to exploit the vulnerabilities of a country and often seek to undermine the fundamental values and freedoms of democracy, as well as threats to country's energy system, transport and supply, defence system, public healthcare, food security and financial system. The statement also draws attention to the fact that a global hybrid campaign is under way following aggression of Russia on Ukrainian ships near the Kerch Strait on 25 November 2018.
The three Speakers of Parliaments encourage mutual assistance between countries as well as EU and US support to improve the capacity of institutions in the three countries to increase the resistance of Georgia, Moldova and Ukraine to respond to common threats and strengthen regional security.
