Period of transition of universities to financial autonomy prolonged in Moldova

Chisinau, 18 January /MOLDPRES/ – The period of transition to the functioning of the state higher education institutions under conditions of financial autonomy was extended by one year. Thus, it will end by the end of 2019. The decision has been approved by the Government today.

According to the decision, the field ministries will offer in 2019 allocations of higher education institutions subordinated to the provision of educational services.

The state secretary of the Ministry of Education, Culture and Research (MECC), Igor Sarov, has stated that the budget financing of higher education is to be made throughout standard financing per student and adjustment coefficient, provision to be implemented after approval of an indicator – based methodology performance, both on the research and knowledge transfer line, as well as on the teaching and learning line. A draft of this methodology has already been developed by the MECC and is due to be implemented in 2019, following a further training for all university actors.

The period of transition of universities to operating in conditions of financial autonomy started in 2013 and was to end in 2018.
