Moldova's delegation comes up with new proposals to optimize commission's work of Joint Control Commission

Chisinau, 18 /MOLDPRES/ - Moldova’s delegation to the Joint Control Commission (JCC), which led the JCC’s meeting from 17 January, suggested a new approach in the organization of the Commission’s working meetings, due to enhance their efficiency, the Reintegration Policies Bureau has reported.
First of all, the delegation members proposed annual planning of key subjects for discussion. They also stressed the importance to use at a maximum the instrument of meetings of the co-heads, with the participation of one representative on behalf of OSCE Mission and Ukraine each.
These proposals were formulated as a result of a deadlock in which JCC got by the blocking of the inclusion on the Commission’s agenda of the subject (promoted by Moldova’s delegation) on improving the procedures of monitoring the Security Zone. The other components are to set forth their opinion at the next meetings.
On the last period, the Moldovan delegation has made numerous efforts to persuade the interlocutors of the fact that the implementation of such a monitoring would not trigger change of the peacekeeping mission. And its elaboration is pressing and will enhance the level of safety for all sides concerned, in the sense of avoiding infringements in the Security Zone.
Taking into account that, under the JCC’s regulation, the formation of the working meetings’ agenda takes place based on the sides’ consensus, this issue was not included on the agenda, because Tiraspol opposed.
Nevertheless, Ukraine’s representatives reiterated their support for the steps of Moldova’s delegation and the OSCE Mission showed willingness to make a specialty expertise and present needed recommendations, if the sides reach a consensus which would allow starting procedures of elaboration of the mechanism.
The participants in the meeting continued the hearings of military commanders and considering the evolution of discussions on unsettled subjects. Thus, they found out that things had advanced on certain segments and expressed opinion that an acceptable position for the sides might be identified.
The Commission took note of the weekly report of the Joint Military Command for the period 9-15 January 2019.
The next meeting of the Joint Control Commission is scheduled to take place in Bender on 24 January, this year.
