Moldovan Customs Service starts implementation of system of programming similar to one applied in more European states

Chisinau, 7 June /MOLDPRES/ - The Customs Service (SV) starts a project on the implementation of a system of programming of the crossing of border by trucks, which will make the border’s crossing more quickly. Director of the Customs Service Vitalie Vrabie and Director of the USAID Programme Douglas Muir signed a Memorandum of Understanding on the implementation of this system on 6 June.
The principle of work of the new programming system will be similar to the one applied in more European states. More exactly, the goods carriers will be able to preliminarily reserve the time of crossing the border, which will substantially reduce the crowds and will ease the traffic. The application could be accessed through all available electronic devices (computer, tablet, mobile phone), a press release of the Customs Service reads.
The USAID Programme commits to develop and finance the procurement of the new information module, providing, at the same time, assistance for its implementation. At the same time, the Programme will back the organization of a study visit to Estonia, where such a system already works.
The Customs Service has the task to provide needed infrastructure and equipments for the system’s implementation, in testing regime, at the Sculeni customs checkpoint, which presently records one of the highest traffic values. The institution will consider possibility of enforcing the programme also at other customs checkpoints with enhanced flow of transport.
”This support helps us considerably advance in the implementation of the concept of “intelligent border,” which represents a desideratum for the customs administrations from all over the world. And this given that an intelligent management of borders means not only a speeding up of the flows of goods and people, but also an efficient administration of risks inherent to the cross-border traffic,” Vrabie noted.
In the context, the SV director highlighted the new version of the TIR-EPD application (preliminary declaration of transit under the coverage of the TIR card), launched with the support of the USAID Programme on 18 March 2019. The online application on the processing of international postal sendings is to be offered through the same programme. The Commercial Information Portal will be launched with the support of USAID – an interactive platform due to contain all necessary information for an economic agent involved in foreign trade.
Another sector supported by the USAID Programme regards the promotion of the Authorized Economic Operators (AEO).
”The system of programming of the border’s crossing has proved its efficiency in more adjacent EU states – Estonia, Finland, Lithuania. Therefore, we are quite glad that we can contribute to its development in Moldova as well. It will contribute to the predictability and transparency of procedures and will generate savings for entrepreneurs carrying out foreign economic activities. At the same time, it is a major instrument in the process of facilitation of trade between Moldova and the European Union,” Director of the USAID Programme Douglas Muir said.
