Specialists of Moldova visit regional projects from Romania

Chisinau, 14 June /MOLDPRES/ - Representatives of the local public authorities, Regional Development Agencies (ADR) from Moldova and the Agriculture, Regional Development and Environment Ministry have recently participated in a study visit to the South Muntenia Development Region from Romania. During the visit, they gained practices and knowledge in the sector of public acquisitions and contracts’ management as to the implementation of European Union’s infrastructure projects.
The delegation members participated in meetings and visits to projects implemented in the sectors dealing with the supply with water and sewerage, as well as energy efficiency.
Specialists from Moldova participated in an introductory meeting at the headquarters of ADR South Muntenia from the Calarasi municipality, where general aspects of programmes with EU financing and aspects dealing with the public procurement process were presented. Also, the Moldovan specialists paid a working visit to the ECOAQUA water operator and had a working meeting at the Romania-Bulgaria Cross-border Cooperation Office.
The visit’s agenda included a trip to the Giurgiu city, where the participants were presented projects with European financing, implemented by the Administrative Territorial Unit of the Giurgiu municipality. Subsequently, the participants visited and discussed projects with European financing implemented by ADR Bucharest-Ilfov, after which Moldova’s delegation went to the Prahova county, where they paid visits to energy efficiency projects and Hidro-Prahova – the residual waters treatment station from Mizil.
At the same time, the Moldovan delegation members during this visit had possibility to establish relations with relevant institutions and experts in the water supply and energy efficiency sectors from Romania, which are involved in the implementation of projects financed by EU and the public procurement process.
According to a specialist in the elaboration, implementation and monitoring of projects at ADR Centru, Irina Morari, this “was a study visit which gave all participants possibility to know new practices and approaches in the public procurement field, as well as in the implementation of projects with financing from EU sources. The large number of projects implemented by the local agencies and authorities from Romania, as well as their value represents the fittest example to be taken over by us. The beneficiaries of projects provided important details in terms of risks, challenges and solutions within projects. Although the legislative framework and the financing programmes differ at present, the projects assessed during the visit motivated us to improve the quality and results of the projects implemented in Moldova.”
The visit was organized with the support of the German Agency for International Cooperation through the project titled, Modernization of local public services in Moldova.
