Military observers fail to document post illegally set by Tiraspol authorities near village

Chisinau, 28 June /MOLDPRES/ - The discussions during a 27 June meeting of the Joint Control Commission (JCC) were focused on the abusive establishment by the Transnistrian side of additional stationary border guards posts; these actions are accompanied by attempts of “legalizing” these posts through the Commission, the Reintegration Policies Bureau has reported.   

In continuation, the Moldova delegation’s proposals to discuss and take a decision on the issue of the new illegal post of Transnistrian border guards „Курган Славы,” in the perimeter of the Pohrebea settlement, were not backed by the delegations of Tiraspol and  Russia.   

The latter sides condition the tackling of the subject on the documentation of the case by military observers, yet only through a mere coverage of data collected through the light of a string of questions by a pattern in the weekly report of the Joint Military Command. 

The recent attempts of Moldova’s military representative to persuade their counterparts to document the abuse in line with the protocol No 828 (item 4.15), which obliges the military observers to inspect the locations in case of “appearance of situations of failure to observe Commission’s decisions” were not accepted on the platform of the Joint Military Command either.    

The disputes on the selective enforcement of the Commission’s previous decisions and the preferential treatment by the Transnistrian side confirms the existence of gaps in the acts which regulate the way the military observers act (including the claiming of a consensus to move on the ground, limiting the spectrum of questions which can be put on the spot, reticence of some sides to document the situations under the aspect of their fitting the provisions of the protocols, etc.)     

In the context, it is worth mentioning that, during a long period, Moldova’s delegation has been insisted, yet, without getting the interlocutors’ support, on the need to improve the working mechanism of military observers through the elaboration of a regulation of the Joint Military Command.   

On this case, the sides repeatedly ruled to carry out additional consultations and to identify a compromise position at the next meeting.  

As for the Zagornoe-Copanca Transnistrian border guards post (established instead of the peacekeeping one), at a proposal by the representatives of the OSCE Mission in Moldova, the sides’ military commanders are to be invited and heard at a meeting on 2 July. The reason represents the fact that the interlocutors do not fulfill the instructions by the Commission to extract the materials requested from the archive and submit them to the group.     

The participants in the meeting approved the report of the Joint Military Command on the situation in the Security Zone on the period 19-25 June this year.
