Status of secretary of state to be altered in Moldova

Chisinau, 11 July /MOLDPRES/ – The Law on Amendment of Some Legislative Acts, which envisages the change of the status of the Secretary General of Government, Secretary of State and Chief of State Office of State Chancellery from public positions in positions of public dignity, will be published on Friday, 12 July, in the Official Journal.

According to document, it will be established a new function in system – secretary general of the ministry, which will replace the position of secretary general of state. Thus, the position of secretary of state will become a function of public dignity being empowered with the ministry's prerogative of assisting the ministry in conducting the Government programme. The official will be appointed and dismissed by the Government, at proposal of minister, and the number of state secretaries within the ministry will be determined depending on the areas of Government activity, which are within competence of ministry. The Secretary of State will act under direct authority of minister and he will be in charge of the field of work established by minister.

Also, the position of Secretary General of State will become Secretary General of the Ministry, with the status of senior public official, and ensure the realisation of the functional links between the ministry's leadership and the body of civil servants, as well as between internal subdivisions of central body.

This law shall enter into force on the date of its publication in the Official Journal of Moldova. The persons holding the public functions of general secretary of state, state secretary general, state secretary, head and deputy head of the territorial office of the State Chancellery shall be preserved the salary conditions existing until the date this law enters into force. Within three months from the date of entry into force of this law, the Government will bring its normative acts in accordance with the document and it will take the necessary measures according to law, including the carrying out of legal procedures aimed at releasing the respective persons and appointing new secretaries.
