Electronic fiscal invoice to be compulsory in Moldova as of 1 July 2020

Chisinau, 12 July /MOLDPRES/ - The electronic fiscal invoice, issued by economic agents within public procurement operations, will be compulsory as of 1 July 2020. The MPs approved a draft law to this effect in the first reading today.
Under the draft, the reasons for the postponing of the legislative amendments’ implementation by one year have a technical and financial character on behalf of economic agents.
At the plenary meeting, the head of the parliament’s commission for economy, budget and finances, Igor Munteanu, said that internal invoicing systems were to be purchased, which would delimit the beneficiaries with taxable supplies within public procurements.
Munteanu also said that the non-changing of the term might contribute to the slowing down of the process of delivery of perishable products in kindergartens, schools and hospitals, given that the release of fiscal invoices from accounting systems would last. Also, the implementation of the electronic invoice in the concerned field requires the applying of the electronic signature, increased stocking capacities, quick processing of data, which implies additional system developments and qualified human resources.
