Chisinau, 18 July /MOLDPRES/ – The report on the financial audit of the report of Government on implementation of compulsory healthcare insurance funds in 2018 will be published on Friday, 19 July, in the Official Journal.
In document, the Court of Auditors (CA) has specified that the report of Government on implementation of mandatory healthcare insurance funds in 2018 provides, in all material respects, a true and fair view, in accordance with applicable reporting framework.
On the other hand, the audit revealed that the payment of outpatient medical services, according to principle "per capita", in absence of quarterly adjustment of the volume of payments according to the number of persons registered in medical institutions, does not give the possibility of exposing the fullness of the paid financial means, worth MDL 291 mln.
Similarly, the report of CA states that the provision of hospital medical services by institutions does not provide accurate data on over – performed medical services, and the National Healthcare Insurance Company (CNAM) has no tools for monitoring and delimiting them.
The audit also established that medical institutions contracted for provision of high – performance medical services have over – executed a number of investigations exceeding the contractual amounts of MDL 07 mln, for which there is no strict delimitation, and these are subsequently paid by CNAM.
Also, the expenditures for the compensated medicines, amounting up to MDL 1.2 mln, is not justified because of errors in SIA Medicamente compensate, a situation that is permanent, say rapporteurs.
In 2018, CNAM accumulated in the mandatory healthcare insurance funds revenues amounting up to MDL 6,877.4 mln, at 102.1 per cent of planned amount.
