Moldova's Department of Troops of Carabineers to be turned into General Inspectorate of Carabineers

Chisinau, 18 July /MOLDPRES/ - The Department of Troops of Carabineers will be reorganized, through transformation, into the General Inspectorate of Carabineers, subordinated to the Interior Ministry, under a cabinet decision approved today. Also, the government approved a regulation on the organization and work of the General Inspectorate of Carabineers, its structure and chart.     

The limit strength of the General Inspectorate of Carabineers will have 1,187 units. Under the document, the main structures of public order and security are the police and the carabineers; yet, in their work, ”there are overlappings and doublings of competences, which makes the missions’ organization and carrying out difficult.”  

According to the draft’s authors, the reformation of the Troops of Carabineers will be a transformation of the institution into a professional police structure with military status, “modern, efficient, transparent, capable to carry out the public service for the benefit of the community and to ensure a high level of individual and collective safety at European standards.”  Till 2020, a progressive replacing of the seasoned servicemen with professional staff is to be carried out. The goal pursued is to achieve a share of servicemen employed under contract up to 100 per cent by late 2020.  

Under the regulation approved by the cabinet, the Inspectorate has the task to defend the fundamental rights and freedoms of the person by the fulfillment of the duties of maintaining, ensuring and re-establishing public order, prevention and discovery of offences and contraventions, protection of objects of special importance, prevention and combating of terrorism, ensuring the regime of emergency state, siege or war.
