Moldovan cabinet approves draft on postponing compulsoriness of electronic fiscal invoice till 1 July 2020

Chisinau, 18 July /MOLDPRES/ - The fiscal invoice in electronic format, issued by economic agents within public procurement operations, will be compulsory as of 1 July 2020. The government today approved a draft on the amendment of the Fiscal Code, which provides for the postponing by one year of the compulsoriness of the use of the electronic fiscal invoice in the fields in which the stipulations of the Fiscal Code are not enforced.
The parliament approved, in the first reading, the change of the term of enforcement of the concerned norm, replacing the date of 1 July 2019 by 1 July 2020. The initiative’s authors explained that the reasons for the postponing had “technical and financial character on behalf of economic agents and consist in the procurement of e-invoicing systems.”
According to the authors of the draft, approved by the government today, “starting from 1 July 2020, when carrying out the taxable delivery within public procurements in Moldova, the taxable subject is obliged to present to the buyer (beneficiary) the electronic fiscal invoice (e-invoice) for the concerned delivery. The provisions of the present paragraph are not applied to the supplies of electric energy, thermal energy, natural gas, for the electronic communications services and public utilities.”
