Most important drafts approved at Moldovan cabinet meeting from 18 July 2019

Chisinau, 18 July /MOLDPRES/ - The most important drafts approved at the cabinet meeting from 18 July 2019:

·      The cabinet of ministers ruled to appoint a new secretary general of the government. The office will be held by Andrei Spanu. At the same time, the cabinet decided that Rosian Vasiliu will hold the office of head of the General Inspectorate of the Border Police and Eugen Moraru will take over the position head of the Public Properties Agency.  

·      The cabinet of ministers approved the quantum of the financial assistance provided to beneficiaries of international protection for 2019 amounting to 1,046 lei. The government annually establishes the quantum of the assistance provided to the beneficiary of the status of refugee and of humanitarian protection, depending on the size of the budgetary allocations stipulated to this end. To benefit from the financial aid, the applicant must submit an application to the competent authority for foreigners, which has powers to consider and decide the providing of the financial assistance depending on the real material situation of each applicant.    

·      The Department of Troops of Carabineers was reorganized into the General Inspectorate of Carabineers, subordinated to the Interior Ministry. The regulation, structure and chart of the General Inspectorate of Carabineers today were approved by the government. The inspectorate has the task to defend the fundamental rights and freedoms of the people, ensure and re-establish public order, prevent and discover the offence, protect the objects of special importance, prevent and combat the terrorism, ensure the regime of the state of emergency, siege or war. Thus, during peace time, the institution exercises police powers and during siege or war – powers specific to the Armed Forces. The inspectorate is led by the general commander, appointed to office by cabinet decision for a five-year term, at a proposal by the interior minister.      

·      The government gave a positive note to the draft law on the amendment of several normative acts dealing with the holding of elections. Thus, the cabinet proposes the return to the proportional electoral system, on party lists. The new provisions are meant to improve the electoral system, especially: the way of voting in the Diaspora (the voting during two days and giving the Central Electoral Commission (CEC) powers to set the number of polling stations abroad); turning more transparent the financing of parties and electoral campaigns; establishing clear-cut procedures at the compilation of the lists of candidates. Also, the draft sees the exclusion of the integrity certificates; exclusion of the electoral agitation on the election day, as well as giving the right to Diaspora to vote based on passports with expired validity term and valid identity cards.   

·      The cabinet of ministers approved the starting of negotiations and approval the signing of the ninth amendment to the agreement on assistance between the governments of Moldova and the USA for the programme on strengthening the rule of law institutions, as well as for the project on support of local public authorities. The draft’s goal is to extend the period of carrying the agreement till 30 March 2020, in order to turn to good account the financial resources left as a result of its implementation. Thus, financial means worth 121,000 dollars will be used to consolidate the rule of law institutions (out of about 8.99 million dollars). At the same time, another 74,000 dollars will be turned to account for projects on support of local public authorities, due to be used to assess the performance of the activities in the democracy and governance sector (out of 17.245 million dollars).  Also, the term of projects’ implementation is to be extended, based on the agreement, including for economic growth, also till March 2020. In this respect, another 128,000 dollars (out of 43.14 million dollars) will be turned to account, due to be used for the assessment of the competitiveness project.   

·      The cabinet approved the quantum of prizes for the performances achieved at the European Games, at the following sports branches: badminton, box, canoe, cycling, judo, wrestling, unarmed self-defence, table tennis, target shooting and bow target shooting. Thus, 220,000 lei will be provided to the holders of golden medal, 160,000 lei – to the ones of silver medal, 120,000 lei – the holders of bronze medal, 50,000 lei - to the holders of the fourth position and 30,000 lei – to the ones of the fifth place. Financial means worth about 1.7 million lei is needed for the project’s implementation.    

·      The government approved the state demand of training specialty staff, with financing from the state budget, in the higher education institutions, for the 2019-2020 academic year. Thus, the state demand for the cycle I – degree higher education, provides for the admission of 4,906 people to 26 general education sectors. The admission of 2,876 persons is seen to be admitted to the master higher education (cycle II). There are 12,201 graduates of degree education in 2019 (by 1,670 more against the year before). As many as 453 people are scheduled to be admitted to clinical residency and probation of secondary physicians (at the level of the previous year). Two hundred places financed from the state budget are seen for admitting foreign citizens to education. Also, the government approved the state demand on the training of specialty staff, according to professions, specialties in the vocational schools for the next academic year.
