Electronic fiscal invoice to be compulsory in Moldova as of 1 July 2020

Chisinau, 19 July /MOLDPRES/ - The electronic fiscal invoice, issued by economic agents within public procurement operations, will be compulsory starting from 1 July 2020. The parliament passed a draft to this end in the second reading at a meeting today.
Thus, the term of enforcement of the concerned norm was changed, via replacing the date of 1 July 2019 by 1 July 2020.
The draft’s author, head of the parliament’s commission for economy, budget and finances Igor Munteanu said that the reasons were of technical and financial character on behalf of economic agents. According to Munteanu, domestic invoicing systems are to purchased, which would delimit the beneficiaries with taxable deliveries within the public procurements.
The author also said that the non-changing of the term might lead to the slowing down of the process of supply of perishable goods to kindergartens, schools and hospitals, as the issuance of fiscal invoices from the accounting systems might last a longer period of time. Also, the implementation of the electronic invoice in the concerned field requires the putting of the electronic signature, enhanced capacities of stocking, quick processing of data, which implies additional system developments and qualified human resources.
