Term of work based on entrepreneur's licence to be extended in Moldova till late 2022

Chisinau, 26 July /MOLDPRES/ - The term of work based on the licence of the entrepreneurs who practice retail trade at booths, counters, stands, stalls and in vehicles will be extended till 31 December 2022. A draft on the amendment of the law on entrepreneur’s licence, proposed by a group of MPs as legislative initiative, was positively notified by the cabinet today.  

The note also reads that the term will be extended for the holders of licence who, “on 31 Decvember 2029, will own licences for the concerned activities.” At the same time, the government will take measures to prompt the owners of licences to switch to another simplified form of commerce and protection of consumers’ rights.   

About 9,400 licences are still valid in the retail trade at present.

The Foreign Investors’ Association (FIA) has recently said that, although it was, in general, accepting the work based on entrepreneur’s licence, the latter should not exist in the case of the retail trade and commerce with native food products and perishable goods. “It is well-known the fact that the present system of licences, for reasons that the licence holders are not obliged to maintain accounting and financial records, stay at the basis of a large number of fiscal evasions and undeclared sales, which infringes the principles of fair competition and also has a negative impact on the country’s economic growth,” a FIA statements reads.     

The FIA members speak out for the enforcement of a simplified system of registration, taxation, book-keeping and reporting for the private people who get incomes from private trade activity, which would imply more transparency in the carrying out of commercial activities.
