Moldovan cabinet approves more decisions

Chisinau, 14 August /MOLDPRES/ – The Government supports the liberalisation of the Moldovan – Belarusian cooperation relations in the field of road transport, introduction of cooperation mechanisms with the civil society, but also a project that provides for elimination of bottlenecks in the part regarding the formation and activity of the local public authorities, the government's communication and protocol department has reported.
– At the meeting of Government, the Cabinet of Ministers has approved the appointment of Diana Crudu as Secretary of State at the Ministry of Agriculture, Environment and Regional Development (MADRM).
– Also today, it has been decided to approve the Protocol on the modification and completion of the Agreement between the Governments of Moldova and Belarus on international car traffic. The project aims to energise and liberalise the Moldovan – Belarusian cooperation relations in the field of road transport. The irregular transport of persons and goods in bilateral, transit, as well as from third countries will be carried out without transport authorisations, which will develop road transport, exchange of goods and contribute to development of economic relations of Moldova and Belarus.
– The executive gave a positive opinion on the draft law for modification of the Parliament's Regulation, which provides for introduction of mechanisms for cooperation with civil society: organising permanent consultations, ad – hoc meetings, public hearings, annual conferences and civic initiatives. One of the novelties of this instrument of cooperation is the civic initiative that would allow persons to mobilise and notify the Parliament or submit to it requests or proposals on issues of major public interest to be submitted to public hearings, and subsequently included in agenda of meetings. in plenary of legislature. The project also stipulates that a volunteer group of at least 30 citizens can ask parliament to submit a major public interest issue to the debate, but only initiatives that will have 10,000 signatures will be able to be discussed within the profile committee, and subsequently included on the legislative agenda.
– The Government gave a positive opinion to the draft law on local public administration. The project aims to eliminate bottlenecks in the area of training and activity of local public authorities. Thus, if the draft decision on the election in/release from the position of deputy mayor is excluded from agenda at 2 consecutive meetings by the local council or does not meet the required number of votes at 2 consecutive meetings, the mayor appoints/releases from office the deputy mayor by order, which is brought to the notice of the council. Another aspect of the project is the restoration and strengthening of the local elected status of the district head, which will have the representativeness granted by the local community, being chosen from among the councilors. Following the discussions, members of the Cabinet have requested that the opinion should also be addressed to the district vice – heads.
– Also, the Cabinet of Ministers has decided to withdraw from Parliament the draft law for approval of the National Development Strategy (SND) Moldova – 2030, with the purpose of adjusting it to the new political vision and endorsement by all the responsible and involved factors in implementation of the strategy provisions.
