Houses of culture must become community cultural centres in Moldova

Chisinau, 04 September /MOLDPRES/ – The Houses of Culture must become community cultural centres, which are to organise the lives of people from villages. On it, the state needs to focus its attention on respective institutions. Such a recommendation was made, on Wednesday, 04 September, during the third round of public discussions: Wednesday of cultural policies for Moldova, organised by the Centre of Cultural Policies with the support of the Visegrad Fund.
Within it, the director of the Centre of Cultural Policies, Veaceslav Reabcinschi, mentioned that the institution headed by him has implemented project: Cultural Policies for Moldova, which aims to develop a set of proposals for efficiency of cultural policies in Moldova in the context of association with EU and adoption of development strategy Moldova 2030.
According to Veaceslav Reabcinschi, the Houses of Culture must diversify the services which they provide, be assured with well – trained staff in domain, capable of practicing an efficient cultural management.
"The activity of the Houses of Culture needs to be oriented to the needs of community. We see the Houses of Culture as elements of creative cultural industries. These institutions must produce community services and carry out various artistic, educational, social, financial, entrepreneurial, cultural mediation activities, etc. We also consider that it is necessary to elaborate and apply the operating regulation of state programme: The development of community cultural centres. If we want young people to stay in villages, we need to ensure, in addition to well – paid jobs, certain conditions of social development. The mission of the Houses of Culture is not only to organise the free time, but to look for answers to the issues in the social – cultural field faced by the community”, specified the director of the Centre of Cultural Policies.
According to Veaceslav Reabcinschi, in 2013 – 2019, the number of the Houses of Culture decreased from 1,232 to 1,219, and 461 of them require major repairs. Also, the number of cultural activities has reduced from 84,000 in 2013 to around 60,000 in 2019. ”The Ministry of Education considers that the reduction of the number of activities in domain is related to the depopulation of localities of Moldova, following the mass exodus, in turn with precarious economic situation of population. There is a need for a programme of support for the Houses of Culture at national level, which will orientate their activities to the needs of community,” said Veaceslav Reabcinschi.
In this context, the head of the Chair of Artistic Management and Cultology at the Academy of Music, Theatre and Fine Arts, university lecturer, Lucia Galac, stated that, at present, for young specialists in this field, neither salaries nor conditions of activity are attractive. "Unfortunately, the places of study in this area are quite limited. Currently, we have 05 places with financing from the budget to the specialty of cultural management and 05 – to the culturology”, stated Lucia Galac.
The following public discussions will take place on 11 September, in conference room of AIS Moldpres, and they will refer to theatrical – concert institutions as important components of cultural industry.
