New monitoring report of elections on 20 October presented in Moldova

Chisinau, 05 September /MOLDPRES/ – The Promo – LEX Association is concerned about the modification during the electoral period of some legislative acts that address fundamental aspects for electoral process, such as electoral agitation, financing of electoral campaigns, designation and registration of competitors, etc. About it, director of programme Promo – LEX, Pavel Postica, has said on Thursday, 05 September, in the presentation of the second monitoring report of the local general elections (ALG) and new parliamentary elections (APN) on 20 October.
According to Pavel Postica, "the organisation of the process is burdened and accompanied by uncertainties, given that the amendments to the Electoral Code (CE) entered into force 15 days after the beginning of electoral period for APN and only 02 days before the beginning of electoral period for ALG.
Also, according to Promo – LEX, certain provisions, including regarding the financing of electoral campaigns, will be applied in a different way for the two polls on 20 October: APN taking place predominantly according to the old electoral law, and ALG – based on new legislation.
"The new legal provisions regulate the quality of donor of persons with dignity functions, of public officials, including special status, or employees in public organisations, by expressly limiting the donated amounts. In this way, Promo – LEX draws the attention of the Central Election Commission (CEC) that the work of donor should be made public in financial reports, or, only so, the citizens, as well as investigative journalists will be able to monitor the donated amounts by civil servants. And just like that, under existing circumstances, there can be implemented the legal rules”, pointed out Pavel Postica.
In other range of ideas, director of Promo – LEX programme has specified that "CEC adjusts the electoral legislation in a very alert regime, in order to be able to organise the electoral process this autumn in a fair and correct way".
Interviewed by agency, how Promo – LEX will monitor the election campaign in polling station №48, for voters of Moldova domiciled in administrative – territorial units on the left bank of the Dniester, taking into account the experience of February elections, when they were launched in the public space some more info that left suspicions about electoral process in respective sections, Pavel Postica has mentioned that "Promo – LEX will monitor electoral process in all sectors at the same time, according to a common procedure". However, the quoted source found that there is a difference on it, and in the Transnistrian region there are less electoral activities than on the right bank of the Dniester.
The Promo – LEX report includes the results of monitoring on 15 August – 03 September. The mission of observing ALG on October 20 is carried out by Association Promo – LEX with the financial support of U.S. Agency for International Development (USAID) throughout programme: Democracy, Transparency and Accountability.
The last elections in Moldova were held on 24 February, when it was elected the Parliament of Moldova, and the next ones – the local general elections – will be held on 20 October, when it will be elected 898 mayors and 11,580 local councilors. On the same day, there will be held 04 parliamentary elections in 04 constituencies.
