Moldova to have automated information system, State Cadastre of Waters

Chisinau, 23 October /MOLDPRES/ - The cabinet of ministers today approved the Concept of the automated information system, State Cadastre of Waters. Under the decision, the Agriculture, Regional Development and Environment Ministry will ensure the implementation, work and development of this system. The ministry will also submit a regulation on the way of maintenance of the State Cadastre of Waters to the government for approval six months after the date of its publication.
The State Cadastre of Waters represents a state information system, in which data on the water resources, management of water resources, hydro-technical constructions, protected areas, water balance, ground of the waters’ fund is collected, processed and preserved.
The Concept of the automated information system, State Cadastre of Waters, represents a vision on the creation and work of the information space of the sector dealing with the protection, management and record of surface and underground water resources, hydro-technical constructions and protected areas. The concept contains the fundamental principles of collection and monitoring of data, its presentation, basic requirements for the functional content of the information and describing the criteria of data’s inter-operability within the system and outside it.
It is impossible for one to ensure the monitoring and protection of water resources without the creation of such an information space, or the rational use of these natural resources is one of the basic conditions for Moldova’s sustainable development.
The draft’s authors say that, at present, the information records are organized in such a way that they can comprise the activity of a department only fragmentarily; so, a part of the records are made on papers (in registers) or in form of electronic tables and another part is automated, so that the present system work autonomously, without mutual integration, sometimes doubling the record of the same information objects.
