Chisinau, 30 October /MOLDPRES/- The head of the commission on economy, budget and finance, Igor Munteanu, announced today he will submit a complaint to the Anti-Corruption Prosecutor's Office and the National Anticorruption Center after the former government amended a law on Balti Free Economic Zone.
The amendment prevented the creation in the capital of a park of innovation, research and development in engineering.
"By taking responsibility, the law was modified that wanted to create a research park. Project consulted with all agencies and ministries, and this had several implications. The assumption of responsibility came with the violation of the principles of constitutional jurisprudence, which stipulates that before the termination of the mandate, the Government or the Parliament are not allowed to adopt any law ”, Munteanu said.
He said he had previously submitted a complaint with the Constitutional Court, and on 29 October the magistrates decided that the action of the former government was illegal and unconstitutional.
On 15 February 2019, the government approved a draft law by taking responsibility procedure as regards the transmission from the management of the Academy of Sciences of a land plot into the administration of Balti ZEL, which planned to create an innovation park. It was to be made up of 10 research and development centers, specialized institutions, certification offices. The donors planned for this project investments of about 10 million euros.
