Moldovan lawmakers pass 2020 state budget in final reading

Chisinau, 19 December /MOLDPRES/ - The state budget for 2020 was adopted with the votes of 56 lawmakers in the final reading today.
As many as 131 amendments were made after the draft had been unveiled in the first reading, of which 63 ones were backed. As a result of the version-related amendments, the general indicators of the budget – revenues and expenses - have remained unchanged.
Thus, under the draft law on the 2020 state budget, the latter’s revenues will amount to 44,136.6 million lei, up by 8.6 per cent against 2019 (rectified), due to the scheduled increase in taxes, with the value added tax (VAT) being the most important source in continuation.
The state budget’s spending will stand at about 51, 551.9 million lei, by 11.3 per cent more against 2019. The expenses are prompted by the need to financially supply the priorities of the branches, according to the documents of national and sectoral policies; pressing ahead with the reforms underway in the following fields: social protection, education system, health, public order, justice; ensuring the implementation of the labour remuneration system in the public sector; as well as the financial provision of the projects and actions provided for in the agreements with the development partners.
Estimations show that the 2020 state budget will have a deficit worth about 7, 415.3 million lei.
The deficit of the national public budget for 2020 will be financed from domestic and external sources, especially through turning to good account of loans for the financing of projects from external sources and for backing the budget, issuance of state securities, shares in form of participation in capital, other domestic debts of the budget, as well as from financial means from balances on the accounts of the component budgets of the national public budget.
The draft was worked out based on the forecast of economy’s development in 2020-2022 and the goals of the budgetary, fiscal and customs policy for the next year.
